In registering a motor vehicle in Virginia, a person who lists his home address in another state is not required to purchase local license tags from the town wherein he purchases his state license plates. If the licensee had listed his address in the Virginia town, then he would be obliged to purchase town license plates before operating his motor vehicle upon the streets therein.
