General Overview 

2023 House Bill 1368 requires Virginia Tax to convene and facilitate a work group to consider the scope, feasibility, and function of an ongoing commission or similar structure to provide regular feedback to the Department. 

Virginia Tax is required to prepare and submit a report of the work group’s findings and recommendations to the Chairmen of the House Committee on Finance and the Senate Committee on Finance and Appropriations no later than December 1, 2023. 

Working Group

The legislation requires the work group to be comprised of:

  • Two representatives of the Taxation Section of the Virginia Bar Association 
  • Two representatives of the Virginia Society of Certified Public Accountants 
  • Two representatives of the Virginia Society of Enrolled Agents 
  • One representative of the Commissioners of the Revenue Association of Virginia; and 
  • One representatives of the Low Income Taxpayer Clinics Program
